People are not willing to sell their silver for spot when the spot price gets too low. First you will see increasing premiums as the paper price disconnects with the manipulated spot spice. Eventually there will be black market prices as there is total disconnect. Supply and demand dictates this when prices are manipulated to unrealistic unsustainable levels.
